The Madman and the Bomb

The scene from the White House south lawn on August 9, 1974, is vivid in the nation’s memory. That morning, President Richard Nixon famously boarded Marine One for the final time, put on a wide grin and fired off a final double-V to the assembled crowd.

But one of the most interesting aspects of that day is what didn’t happen on the south lawn: Even though Nixon had more than two hours left in his tenure, the most critical tool of the modern presidency had already been taken away from him. He never noticed it, but the nuclear “football” didn’t travel with him as he boarded the helicopter, and later, Air Force One for his flight back to California.

Moreover, Defense Secretary James Schlesinger recalled years later that in the final days of the Nixon presidency he had issued an unprecedented set of orders: If the president gave any nuclear launch order, military commanders should check with either him or Secretary of State Henry Kissinger before executing them.

Schlesinger feared that the president, who seemed depressed and was drinking heavily, might order Armageddon. Nixon himself had stoked official fears during a meeting with congressmen during which he reportedly said,

“I can go in my office and pick up a telephone, and in 25 minutes, millions of people will be dead.” Senator Alan Cranston had phoned Schlesinger, warning about “the need for keeping a berserk president from plunging us into a holocaust.”

U.S. Army 22-100

How a society fundamentally defines the everyday working relationship between leader and led – between two levels of hierarchy – is imbedded in how that society defends itself. In its military.

If that working relationship does not function well, if it fails, not only is the respective mission in jeopardy, the very lives of the soldiers are at risk. Defining and managing the line between strategy and tactics is in the military context a matter of life and death.

The American military tradition in practice involves a close working relationship between leader and led, between strategy and tactics.

The U.S. Army Field Manual 22-100 states: “Leadership is the process of influencing others to accomplish the mission by providing purpose, direction, and motivation. Purpose gives soldiers a reason why they should do difficult things under dangerous, stressful circumstances. Direction shows what must be done. Through motivation, leaders give soldiers the will to do everything they are capable of doing to accomplish a mission. Effective leaders use both direct and indirect influence to lead.”

Mission Command. The U.S. Army’s Training and Doctrine Command Pamphlet 525-3-0 states: “Mission command is the conduct of military operations through decentralized execution based on mission orders. Successful mission command demands that subordinate leaders at all echelons exercise disciplined initiative, acting aggressively and independently to accomplish the mission within the commander’s intent.”

Army Leadership Doctrine: U.S. Army Field Manual 6-22, Part 3 describes a direct leader as someone who “influences others person-to- person …. instructs, recognizes achievement, and encourages hard work.”

A direct leader carries out the goals of higher-level commanders on a day-to-day and minute-to-minute basis. Because higher-level leaders cannot dictate the specific actions that should be taken in every possible situation, direct leaders must act independently. However, their actions, and those of their subordinates, always support the commander’s intent:

“At the direct level, a platoon leader knows what a battalion commander wants done, not because the lieutenant was briefed personally, but because the lieutenant understands the commander’s intent two levels up. The intent creates a critical link between the organizational and direct leadership levels.”

Section 7-26 distinguishes between long-term, strategic intent – which is a written statement indicating the goals of the operation – and day-to-day intent, which is communicated more informally from the direct leader to his subordinates. “Leaders in command positions use commander’s intent to convey purpose. The commander’s intent is a clear, concise statement of what the force must do and the conditions the force must meet to succeed with respect to the enemy, terrain, and desired end state.”

It states further: “Besides purpose and motivation, (direct) leaders influence also consists of direction. Direction deals with how a goal, task, or mission is to be achieved. Subordinates do not need to receive guidance on the details of execution in all situations. The skilled leader will know when to provide detailed guidance and when to focus only on purpose, motivation, or inspiration.”

Omar M. Bradley, an American four-star general during the Second World War, summarized the relationship between soldier and non-commissioned officer in the following way: “In battle, the American soldier wants to know that the job is going to be done right, with no unnecessary casualties. The non-commissioned officer is supposed to be the best soldier in the platoon and he is supposed to know how to perform all the duties expected of him. The American soldier expects his sergeant to be able to teach him how to do his job. And he expects even more from his officers.”

In addition to teaching and directing their subordinates, direct leaders must constantly supervise the work of their soldiers. FM 6-22 points out that effective supervision requires leaders to get to know their subordinates very well. “Proper supervision is essential to ensuring mission accomplishment to standard. It is an integral part of caring for soldiers. The better they know their unit and subordinates, the more they can strike a balance for finding the details.”

Although constantly “looking over their shoulders” is not something that American direct leaders should do, they are expected to tell subordinates both what is to be accomplished (mission intent) and how it is to be accomplished (instructions). The detailed instructions direct leaders give to subordinates is [not are? The instructions; plural.] a key hallmark of American military leadership.

Awards

Award: To give or order the giving of something as an official payment, compensation, or prize to someone; a prize or other mark of recognition given in honor of an achievement. From Anglo-Norman French awarder, variant of Old French esguarder “consider, ordain.”

Americans believe strongly that awards motivate people to perform. The College Football All-America Team is an honor given every year to the best college football players at their respective positions. The Heisman Memorial Trophy is awarded annually to the outstanding player. The Lombardi award is awarded annually to the best college football lineman or linebacker.

The College Basketball All-America team is made up of those players voted the best in the country by the sports press. The Naismith Award is given to the country‘s most outstanding college player.

The Cy Young Award is given to the best pitchers in Major League Baseball, one each for the American and National League. The Most Valuable Player Award, commonly known as the MVP, is the oldest individual award.

The Academy Awards, known as the Oscars, are given annually for excellence of cinematic achievements, in more than a dozen categories. The ceremony is televised live in over 100 countries. The Grammy Awards recognize outstanding achievement in the music industry. The annual presentation ceremony features performances by prominent artists.

Valedictorian is an academic title given to the student delivering the closing statement at a graduation ceremony. Valedictorians are typically the student with the highest academic ranking in their graduating class.

The National Honor Society recognizes high school students demonstrating excellence in the areas of scholarships, leadership, service, and character. The Phi Beta Kappa Society, an academic honor society with 280 chapters, promotes excellence in the liberal arts and sciences at the university level.

American children receive trophies for placing first, second and third in sports competition. In recent years it has become common for all participants to receive some kind recognition for participation alone, including even trophies.

Elementary school students continue to receive stickers or stars on their homework assignments – shiny, glow in the dark, big in size – in order to acknowledge good work.

The Medal of Honor is the highest military honor in the U.S., awarded for personal acts of valor above and beyond the call of duty. The medal is awarded by the President in the name of U.S. Congress.

Jeff Bezos Is Getting Astronaut Wings

Starting in January, space tourists will not receive a participation trophy for flying to space. But everyone will be on the honor roll.

The changes will help the F.A.A. avoid the potentially awkward position of proclaiming that some space tourists are only passengers, not astronauts.

The advent of space tourism, and especially the F.A.A.’s new rules, sparked debate over who can be called an astronaut.

But future space tourists should not despair a lack of post-flight flair. Virgin Galactic, Blue Origin and SpaceX have each presented paying and guest passengers with custom-designed wings.

Adults. With a lot of money. Go on a space flight. As passengers. Then want to be called astronauts. What?

Joe Louis and Max Schmeling

Not many people know of the great friendship between Joe Louis and Max Schmeling, at their time the world’s greatest boxers.

June 19, 1936. In famed Yankee Stadium in the Bronx. The American Joe Louis versus the German Max Schmeling. Their first of two fights. Louis undefeated 24-0 and never knocked down, hits the canvas in the twelfth round. The fight is over.

Round 12 starts at 27:27. At 29:27 Louis is defenseless. He goes down. The referee ends the fight. Schmeling rushes over to help Joe Louis. Schmeling stays with Louis all the way over to his corner of the ring. Schmeling’s people have to literally pull him away from Joe Louis.

Among the attendees of the fight was Langston Hughes, a major figure in the Harlem Renaissance and a noted literary figure. Hughes described the national reaction to Louis’ defeat in these terms:

“I walked down Seventh Avenue and saw grown men weeping like children, and women sitting in the curbs with their head in their hands. All across the country that night when the news came that Joe was knocked out, people cried.”

Poet and author Maya Angelou, recounted her recollection. A young Angelou had listened to the fight over the radio in her uncle’s country store in rural Arkansas. While Louis was on the ropes,

“My race groaned. It was our people falling. It was another lynching, yet another black man hanging on a tree …. this might be the end of the world. If Joe lost we were back in slavery and beyond help. It would all be true, the accusations that we were lower types of human beings. Only a little higher than the apes.”

June 22, 1938 – two years from the day Louis had won the world heavyweight title – the fighters meet once again in a sold-out Yankee Stadium in New York City.

Louis defeats Schmeling in the very first round. Knowing what a true and loyal friend Schmeling was to become to Joe Louis at the end of Louis’ life, it breaks your heart to see how helpless Max Schmeling was in the final seconds of this first round.

After retiring from the ring, Schmeling purchased a Coca- Cola bottling and distribution franchise in Hamburg in 1948, the first in Germany after World War II.

Schmeling reached out and developed a friendship with Louis after their boxing careers ended and provided financial assistance to his former foe in the 1950s. He also paid for part of the funeral arrangements when Louis died in 1981. Max Schmeling was one of the pallbearers.

“It wasn’t until after World War II that I saw him again,” Louis said in his autobiography. “We hugged each other and we’re real friendly and kept in touch by phone.”

The battles between Louis, a black man, and Schmeling came to symbolize for some the coming struggle between Hitler’s Third Reich and the Allies in World War II. Although Hitler had praised Schmeling after the first fight, Schmeling was not an admirer of the German leader and refused to join the Nazi party.

Schmeling, who served as a German paratrooper in World War II, later received an award from the International Raoul Wallenberg Foundation for risking his life to hide two Jewish brothers during the Kristallnacht on November 9, 1938, when Jewish homes, businesses and synagogues were attacked and destroyed by Nazis.

The boys, Henri and Werner Lewin, made their way to the U.S., where Henri became a hotel owner. Schmeling kept his act of courage secret. Henri Lewin revealed it at a dinner honoring the former champion in 1989:

“He risked his life for us. Our lives weren’t worth a penny,” Lewin said in a 2002 interview with the Jewish Bulletin of Northern California. “I said, ‘If this is a Nazi, he’s a good Nazi. But I want you to know one thing: I wouldn’t be sitting here today if it wasn’t for this Nazi.'”

Max Schmeling never joined the Nazi Party.

August 9, 1973. Legendary boxers and great friends, Max Schmeling and Joe Louis meet in New York, as Schmeling arrives for visit.

“Hey, how are you?”

Observations of a young German woman in Cincinnati, Ohio in the U.S.

This comment gets it right: “My experience with small talk is that it starts light and superficial, but the longer it goes on, the more personal it gets. It’s as if both are sending out feelers to find out how deep (or long) the conversation is going to be and to make sure both can end it (or back off) at any time without things getting awkward.

The answer to ‘how are you’ (‘hey, what’s up?’ actually) is always expected to be short, but can be open ended to lead the other person to probe deeper if they wish, such as, ‘okay I guess, I got some stuff going on.’ The other person can back off and say, ‘yeah, I hear ya’ and change the subject if they don’t want to go deeper, or respond with, ‘really? what’s going on?’ if they want you to open up more. Like a verbal tennis match where each hit gets harder to see how intense the game will be. I’m not sure I phrased it right, but I think you catch my meaning.”

Driving in Germany

“Germany: The problem that you cannot see the traffic light clearly when you are in the front row is resolved by the fact that the car behind you immediately honks when you are not driving when the traffic light changes to green :-)”

“The main reason why traffic lights in Germany are on your side of the crossing is clarity. Germany with its old town centers has many very irregularly shaped crossings, and a traffic light at the opposite side can not easily be attributed to a certain lane or even a road. When the first traffic lights were introduced in the 1920s, Germany experimented with the placement of the traffic lights on the opposite side or hanging down from cables spanned across the crossing. In the 1950s, all those installations were removed due to constant confusion of drivers.”

“Turning right on red lights is not often used in Germany due to pedestrian and bicycling traffic. When you are waiting on a crossing, chances are high that you not only have to watch out for car traffic, but also for pedestrians and other traffic you don’t regularly have in the U.S.. Thus in Germany, turning right on red lights is decided on a case-by-case base.”

“My instructor in Germany told me early on: “You are behind the wheel, you are handling a weapon.” This stuck with me.”

“About the driver’s license: there is a 40% fail rate on both the theoretical and practical exams here in Germany, which says a lot about the quality of the drivers the government is striving for. As I tell my kids: Driving is easy. Being a driver is not.”
