Four Areas

Buzzword: an important-sounding, usually technical word or phrase often of little meaning used chiefly to impress laymen; a voguish word or phrase.

Leadership. A buzzword. Not only management books, seminars and trainings profess their teaching of leadership skills. Universities, high schools and even some elementary schools have gotten into the act. Grouped under the heading of leadership is an array of topics, from communication to decision making to conflict resolution to business ethics. Leadership has become an umbrella-term for almost any skill considered to be critical to success.

But, we’re interested in the core meaning of leadership. In the specific, daily interaction between leader and led, between team lead and members. Even more specific, we want to understand how team lead and member together manage the line between strategy (the what) and tactics (the how).

To get a sense for the shared inner logic of that fundamental interaction in a given society, one needs to understand it in at least four areas essential to any functioning society: How a society defends itself (military); How a society organizes itself (government); How a society feeds itself (business); and how a society teaches and practices interactions analogous to each of those three areas (sports).

If a given society is stable, if it is flourishing, there will be a common leadership logic in each of those four areas. How could it be any other way? Can a well-functioning, stable, successful society have one leadership logic in the military sphere and another in the political or commercial sphere? Isn’t what a society teaches its young men and women in sports representative with how that society functions (or should function)?

We compare. The relationship between officer and soldier. Offizier und Soldat. Between president and cabinet. Kanzlerin und Kabinett. Between CEO and CFO, COO, CIO, etc. Vorstandsvorsitzender und Vorstandskollegen. Coach and player. Trainer und Spieler.

Stratēgia

Strategy: The science and art of employing the political, economic, psychological, and military forces of a nation or group of nations to afford the maximum support to adopted policies in peace or war; the science and art of military command exercised to meet the enemy in combat under advantageous conditions; a careful plan or method; the art of devising or employing plans toward a goal. From Greek stratēgia generalship, from stratēgos. First known use 1810.

Strategy is the goal, the mission, the end result, what is to be achieved by the team. It is a decision or a series of decisions. Tactics is the action taken to achieve that goal, to execute that decision. Strategy is the what. Tactics is the how.

Tactics: The science and art of disposing and maneuvering forces in combat; the art or skill of employing available means to accomplish an end; a system or mode of procedure. New Latin tactica, from Greek taktikos of order, of tactics, fit for arranging, from tassein to arrange, place in battle formation. First known use 1626.

In American football, basketball or baseball the strategy of a team can be seen in the formation of their players on the field. The strategy of American companies, of their individual teams, can be seen in their organization structure. A political campaign strategy is explicit in their organizational set-up, in which states they deploy what people and resources.

Lead: To guide on a way especially by going in advance; to direct on a course or in a direction; to serve as a channel for; to go through; to direct the operations, activity, or performance of; to have charge of; to go at the head of; to be first in or among; to aim in front of. From Middle English leden, from Old English lǣdan; akin to Old High German leiten to lead, Old English līthan to go. First known use before 12th century

Manage: To handle or direct with a degree of skill; to make and keep compliant; to treat with care; to exercise executive, administrative, and supervisory direction of; to work upon or try to alter for a purpose; to succeed in accomplishing. From Italian maneggiare, from mano hand, from Latin manus. First known use 1579.

Administer: To manage or supervise the execution, use, or conduct of; to mete out; to give remedially. From Middle English administren, from Anglo-French administrer, from Latin administrare, from ad + ministrare to serve, from minister servant. First known use 14th century.

A “catastrofe”?

In 1996 the Germans decided to revise their rules for spelling (orthography). In 2004 and 2006 there were further revisions. In 2007 the changes became binding in all schools. 

One of the goals was to modify (eindeutschen – germanize) those words rooted in a foreign language. Apoteke instead of Apotheke (pharmacy). Restorant instead of Restaurant. Katastrofe instead of Katastrophe. 

The pushback from the Ministries of Education in several influential German states blocked it, however. But protests were also loud among the press, in important literary circles and among academia. The high point was when the Frankfurter Allgemeine Zeitung (FAZ) rejected the modifications and returned to the former rules of spelling. 

In 2007 the attempt was made to implement the changes in the school system. Consistency was the overall goal. Certain spelling modifications could be ignored, however, if they simply made no sense. 

Long and difficult consensus-building. Conscious ignoring of decisions made. Resistance to any kind of change. All this was at play in the German attempt to modify their rules for spelling. 

Sabine Krome, a Member of the Council for German Spelling Reform at the fifteenth anniversary of the reform: 

“The original intention of the reform was good. To bring German rules for spelling up to date, which had not been modified over the previous one hundred years. Had we known, however, how difficult the path would be to reach the results we have, it may have been better to wait another hundred years before taking on the task.”

Line between Strategy and Tactics

An Auftrag implies a certain distance between team lead (who issues the mission) and team member (who completes the mission). This distance is part of a shared logic. The focus is on the mission and less so on the relationship between team lead and team member. The team lead transfers responsibility for the mission‘s completion to the team member.

The team lead as Auftragserteiler – mission issuer – focuses primarily on issues at a higher level than on the particular missions of the team. The team member as Auftragserfüller – mission completer – is willing and capable of defining the how and completing the mission in the spirit of the Auftrag. The team member takes ownership of the mission, works independently, is in a sense more partner than employee of the team lead.

Naturally team leads and members are constantly adjusting the line between what is strategy (responsibility of the team lead) and what is tactics (responsibility of the team member). In the German context, however, this line is set rather high, meaning the team lead formulates the mission consciously in general, less specific terms. This gives the team member maximum freedom on the tactical level.

And although there will be variations in where German team leads and members draw that line between strategy and tactics – based on the people involved, their experience working together and the nature of the work – the logic remains constant:

The German lead purposely avoids adding to the mission statement any kind of recommendations or specifications about how the mission should be executed (tactics). The how is the responsibility of the team member. It is expected of her/him that they complete the mission independently and without unnecessarily drawing on the team lead‘s time and energy.

Vorstandsvorsitzender and Vorstand

Germans companies have a Vorstand, or managing board. The Vorstandsvorsitzender is the head of the Vorstand, but not in the sense of a CEO, rather as a primus inter pares or first among equals. The CEO-principle is an Anglo-American construct.

German law governing publicly traded companies requires the naming of a Vorstand or managing board, but not of a Vorstandsvorsitzender. §77/78 AktG expects joint management and joint representation of the company. German law does not recognize the title of Vorstandsvorsitzender, chairman or head of the managing board or CEO. The law can, however, be interpreted to accept a company internal set-up allowing for a Vorstandsvorsitzender.

BMW: The formation of a managing board and its compensation – The managing board consists of several people and has a Vorsitzenden. Company governance directives define the cooperation within the managing board, in particular the roles and responsibilities of the various departments or divisions as represented by their individual board member.

BASF: The managing board. §7 Members. Members of the managing board are selected and deselected by the supervisory board. The managing board has at least two members. The supervisory board can name further managing board members. The supervisory board can select a managing board member to be the Vorsitzender, as well as another to be the Vice-Vorsitzender.

ThyssenKrupp: §3 – Vorsitzender of the managing board. The Vorsitzender is responsible for coordinating all of the areas represented in the managing board, and maintaining a cohesive approach to reaching the goals set by the managing board. The Vorsitzender can at any time request information from other managing board members pertaining to their area of the company. The Vorsitzender should be informed at the earliest possible time about any important decisions made by the other members of the managing board.

Command or Auftrag

A command, an order, an Auftrag are all forms in which military commanders communicate their intent. They are different in character, however. Commands and orders are strict, well defined, to be executed as stated. An Auftrag is the least strict in the sense of prescriptive, of defining the how as well as the what.

A command or order allows for little freedom in defining the how. A command defines the what and the how in detail. An Auftrag describes only the goal, thus allowing freedom to choose the best path to it. An Auftrag communicates intent, clearly and within the broader strategic context.

Depending on the situation, the line between an order and an Auftrag is in flux. The core of an Auftrag is the what. It can, though, include parameters such as the when and the where. The more detailed an Auftrag is about the how, the more it takes on the character of a command or order.

Mitbestimmung

Mitbestimmung: to determine with, to co-determine, co-decide; to be involved in a decision making process; representatives of blue and white collar workers having a seat at top management levels.

German law guarantees that employees have a say in all issues affecting the workplace, including internal rules and regulations, work conditions, personnel policy and those decisions determining the future of the company.

Mitbestimmung has its roots in the 19th century, when workers associations were established to improve work conditions and to check the unlimited power of management. The associations evolved into labor unions, which by the end of the 19th century had the legal right to represent workers over and against management.

The creation of labor unions was supported politically not only for ethical reasons, to protect the interests of the worker. Both sides – labor and capital – wanted to establish mechanisms to balance out the interests of both in ways which would avoid stikes, protests and social unrest. This is the spirit behind Mitbestimmung.

Betriebsrat. Works council. Any company with five or more employees must by law allow the formation of a works council. These are elected democratically and represent the interests of all employees – both white collar (non-labor) and blue collar (labor). If management and the works council cannot agree on certain issue, the law requires that a neutral third party mediator be involved.

The interaction between management and works council can be either positive or negative. Well run companies have a very cooperative relationship, which contributes to company success. In other companies the relationship is contentious, especially in those struggling in the market. The works council can often block management attempts to downsize the workforce, close down plants or otherwise restructure in ways negative for the (white collar workforce) employees.

Gewerkschaften. Labor unions in Germany unite employees of one industrial sector. They mostly represent their members in wage negotiations which are obligatory for the whole sector (labor agreement). They have the right to strike, an instrument they use only when negotiations have broken down and after serious deliberation.

Off-line

Discretion: The quality of having or showing good judgment; ability to make responsible decisions; individual choice or judgment; power of free decision or latitude of choice within certain legal bounds; the result of separating or distinguishing.

Off-line: Americans prefer to discuss sensitive matters „off-line“, meaning to do so privately, one-to-one, separate from the other team members. A capable team lead knows how to practice this kind of discretion while signaling to the other team members that the sensitive issues are being addressed and not „swept under the rug.“

humiliate: To reduce to a lower position in one’s own eyes or others’ eyes. From late Latin humiliate – ‘made humble,’ from the verb humiliare.

Cohesion: The act of forming a united whole. Mid 17th century from Latin cohaes – ‘cleaved together,’ from the verb cohaerere, on the pattern of adhesion.

During World War II, on August 3, 1943, General George Patton slapped a soldier who was hospitalized for psychoneurosis, accusing him of cowardice. The incident nearly ended Patton’s career. A week later, in a far less publicized incident, Patton slapped another soldier, who had been hospitalized for his “nerves.” Many members of Congress and the press called for Patton’s removal from command.

Bobby Knight, one of America‘s most innovative and successful college basketball coaches, was known for his straight-talking, open, honest and impatient, combative personality. After almost thirty years of extraordinary success at the University of Indiana, Knight was fired for very minor indiscretions involving players and students. Mr. Knight once said: “When my time on earth is gone, and my activities here are past, I want them to bury me upside down, so that my critics can kiss my ass.”

Wayne “Woody” Hayes (1913-1987) was the football coach at Ohio State University for over twenty-five years, with a career record of 238 wins 72 losses and 10 ties, winning five national championships. Hayes challenged his players to be the best, often becoming impatient and angry, at times physically rough with them during practices. His career was ended after a 1978-game in which he physically attacked a player on the opposing team.

Encouragement

Encouragement: the expression of approval or admiration for someone or something; the expression of respect and gratitude. From Old French preisier ‘to prize, praise,” from Latin pretium ‘price.’

Positive thinking: The act of thinking good or affirmative thoughts. Many people engage in structured positive thinking to rid themselves of depressing, unhealthy, negative thoughts. It’s based on the idea that the mind can affect the body. It is a way of enhancing health without the use of drugs.

Napoleon Hill (1883-1970) – one of the first writers of personal success literature, the author of “Think and Grow Rich” (1937, 20 million copies sold), and an advisor to President Franklin Roosevelt – once said:

“Your mind has a secret invisible talisman. On one side is emblazoned the letters PMA – positive mental attitude and on the other the letters NMA – negative mental attitude. A positive attitude will naturally attract the good and the beautiful. The negative attitude will rob you of all that makes life worth living. Your success, health, happiness, and wealth depend on how you make up your mind.”

Motivation: The reasons one has for acting or behaving in a particular way; the general desire or willingness of someone to do something.

Discernment

Discernment: the right to choose what should be done in a particular situation; the quality of being careful about what you do and say so that people will not be embarrassed or offended; the quality of being discreet.

Showing discernment or good judgment: the ability to make responsible decisions; individual choice or judgment; the power of free decision or latitude of choice within certain legal bounds; separating or distinguishing.
