“I am not convinced!“

Entschuldigen Sie, ich bin nicht überzeugt! – “Excuse me, I am not convinced!“ In 2003, at the International Security Conference in Munich, German Foreign Minister Joschka Fischer ended the debate against his American colleague Donald Rumsfeld with this reproachful outcry.

But what had happened? Of what was Fischer not convinced? The debate was on the topic of aiding the intervention of U.S. military forces in Iraq. Rumsfeld wanted support from Germany, but the German government under the direction of Chancellor Schröder and Fischer strictly declined his request.

At the conference, Rumsfeld was making one last attempt at getting the still-doubtful Germans on board with his agenda. Nevertheless, his reasoning that Iraq was working on weapons of mass destruction, supporting terrorist groups, and ignoring the UN, was not enough to convince the German side.

The evidence was too scant, the intervention plans too poorly prepared, and the timing of the operation seemed badly selected. It would be better just to give diplomacy another chance, rather than send German soldiers into an adventure with an uncertain end and questionable justification.

Presumably, Fischer (a former participant in the student protest movement of 1968) was drawing on more recent German history to strengthen his resolve in declining. And in this case, he now has history on his side; the Iraq war indeed evolved into just the disaster which he had always warned it would be.

2003. The Munich Security Conference. Then German Foreign Minister Joschka Fischer challenges then U.S. Secretary of Defense, Donald Rumsfeld, “to make the case” for war in Iraq. Watch mins. 1:00 to 1:25, where Fischer speaks directly to Rumsfeld.

Fault-finders

Gabor Steingart, the Editor-in-Chief of the Handelsblatt, was quoted in June 2015 as stating that Bayer AG is Germany’s most valuable blue chip company. Its shareholders are singing Bayer chief executive Marijn Dekkers’ praises. 

However, anyone who wants to play devil’s advocate can find enough ammunition in their financial statements. Bayer may be profitable, but German software giant SAP and chemical company Merck are more so. And Bayer’s net financial debt tripled within a year. 

Steingart said that German journalists can’t help but look for flaws. He quoted Stefan Aust, his ex-boss at news magazine Der Spiegel, as saying time and again: What we are more than anything is fault-finders.

Bismarck’s Treaty System

Otto von Bismarck was Chancellor of the German Reich from 1871 until 1890. He is best known for a complex web of treaties with the other European powers – France, Great Britain, the Austro-Hungarian Empire, Tsarist Russia. These treaties allowed Germany to grow industrially and militarily without provoking attack by any combination of those rival powers.

Bismarck’s diplomacy ending the Balkan Crisis of 1879 increased Imperial Germany’s international prestige, at the same time limiting Czarist Russia‘s influence in that region. Anticipating a frustrated Moscow, Bismarck wisely sought protection from Austro-Hungary via a mutual defense treaty signed in 1879, a treaty relationship which would hold until the end of the First World War.

In 1881 Bismarck pulled off another diplomatic coup by reducing tensions with Tsarist Russia and signing a treaty of mutual defense with Moscow, thereby preventing a possible anti-German coalition between Russia and France. Bismarck extended this system of alliances in 1882 by crafting a treaty involving the German Reich, Austro-Hungary and Italy, adding Rumania in 1883, defending against a possible French-British alliance against Germany.

Unfortunately, this complex, brilliantly devised system of treaties would fall apart not long after the young and impulsive Kaiser, Wilhelm II., took power and decided that Bismarck‘s time had come to an end. Wilhelm II. went on to antagonize and provoke Europe‘s powers in all the ways in which Bismarck had worked so hard to avoid. In August 1914 the Great War began.

Theory

The analysis of a set of facts in their relation to one another; abstract thought; the general or abstract principles of a body of fact, a science, or an art; a belief, policy, or procedure proposed or followed as the basis of action; an ideal or hypothetical set of facts, principles, or circumstances; a plausible or scientifically acceptable general principle or body of principles offered to explain phenomena; a hypothesis assumed for the sake of argument or investigation.

Germans feel very comfortable using theory to explain the relationships and interdependencies of particulars. Theory allows for understanding the “big picture.“

“Without me!”

Menschen bei Maischberger (People with Maischberger) is a popular and respected political talkshow in Germany hosted by Sandra Maischberger.

The topic on February 24, 2015 was Zar Wladimir I. – Was will Putin wirklich? – Czar Wladimir I. – What does Putin want?, and it included prominent guests including Gabriele Krone-Schmalz, a German journalist and author who spent many years of her career reporting from Moscow.

The topic of the show guaranteed intense discussion and controversy. Krone-Schmalz had particular difficulty remaining calm and collected. Time and again she avoided the questions about Putin, Russian aggression, and the situation in the Ukraine.

Maischberger and other guests zeroed in on her responses, politely, but directly. Krone-Schmalz lost her cool. Her emotional responses and defensiveness themselves became the topic of the discussion, so much so that she threatened to get up and leave the studio, stating: „Dann machen Sie Ihre Sendung doch alleine!“ – Well, you can do the show without me!

The Augsburger Allgemeine – the city of Augsburg’s newspaper – described Krone-Schmalz as grantig – huffy, grouchy, grumpy. In an interview with the BILD-Zeitung – Germany’s most-read daily – she said that ihr die Pferde durchgegangen sind – literally: the horses bolted on me, meaning things got out of control.

Frustration. Emotions. Passions. Anger. Nothing could be less persuasive in the German context. See the video above, especially 6:30 mins. onward.

Sich bewähren

sich bewähren means to prove one‘s worth or value, to be reliable, to have worked. From Middle High German meaning to turn out to be true, right, correct.

In Germany there is no higher testament to quality than something which has proven itself over time. Das hat sich bewährt, that has proven itself, is very persuasive to German ears. Over generations, decades, even centuries. Solid, known, established, predictable, tested.

In German literature and movies, the harking back to family, tradition, home region is a constant theme. The ideal, idyllic world is to be protected against the corrupting forces of modernity.

German companies, time and again, advertise their solidity, quality, reliability by stating their longevity and tradition: Established 1885. Above the entrance doors of German Fachwerkäuser – half-timbered houses traditional in the Middle Ages, also called gingerbread houses – one can read Erbaut 1375.

VW is not Alfa Romeo

When a car is designed for the German market the focus of both maker and consumer is primarily on technical requirements, features and overall performance.

A Volkswagen, for example, is not an Alfa Romeo. Functionality is more important to Germans than beauty and elegance. Sachlichkeit – dispassion, objectivity, relevance, practicality – trumps emotions. As the Germans would say: Ordnung ist das halbe Leben – literally: order is half of life.

German children learn at an early age, in grammar school, that a presentation should be objective, unemotional and topic-oriented. They should speak in an even tone. Be objective, not emotional. The agenda and structure should be clear.

The German understanding of order is taught early, reinforced throughout one’s life, and then passed on to the next generations.

Warning: Manipulator!

Germans are very wary of any form of emotional manipulation. It is considered indecent and unprofessional to appeal to emotions. If at all, emotions are spoken to in a subtle, rational way. Playing on emotions is not persuasive. Germans very quickly become suspicious.

In the media, politicians, business leaders and journalists alike criticize each other for using populism – appealing to emotions and deeper fears – in order to influence public opinion. Sweeping statements, crude generalizations and blanket placing of blame are considered to be insulting, counterproductive and inappropriate.

Speakers who try to get their message across via emotions such as sadness, anger or happiness are not taken seriously by the majority of German listeners. Speaking to the emotions of the masses is viewed very negatively. The German media warns time and again about its dangers.

Leaders in politics and business take a cool, rational, objective, almost clinical, approach to persuasion. When German banks and financial institutions are criticized harshly for suspected manipulation and greed they defend themselves by claiming that their critics are populists and that the problems are far too complex to be generalized.

“Problembewusstsein nicht vorhanden”

In the summer of 2014 several members of the Foreign Relations Committee of the German Bundestag visited Washington, DC. Their talks were overshadowed by media reports that the U.S. had been spying on the  Bundesnachrichtendienst (BND, Germany’s intelligence service) and the Verteidigungsministerum (German Ministry of Defense).

The Germans tried to help their American colleagues to understand the Empörung (indignation, anger, outrage) felt by the German people. They did not get very far, the ARD (one of Germany’s major tv networks) stated in their special report titled Problembewusstsein nicht vorhanden – Problem-consciousness non-existent.

The German parliamentarians left Washington with little hope that their colleagues in the Congress would be able to get the American intelligence agencies under control, if Members of Congress themselves were not aware (conscious) of the problems damaging German-American relations.

Avoid using I

The Germans avoid using the word I. Whether in letters, postcards or emails, a sentence should never begin with I. Germans prefer to use either indirect speech or the passive form.

Especially common in German is the use of the word man or one. Germans believe that they should not speak too much about, or directly refer to themselves. To place yourself in the middle of attention is considered to be self-centered, not objective, and therefore not persuasive.

There is a German figure of speech: Der Esel nennt sich immer zuerst, literally meaning the donkey always names itself first. German children are taught to say: Hans und ich … instead of Ich und Hans. Hans and I, instead of I and Hans.

German schools teach their pupils to remain analytical, objective and to leave themselves as individuals out of the discussion. Textbooks explicitly avoid the word Ich, instead recommending: “The logical conclusion follows, that …”. Or “From based on the presented arguments, one could draw the conclusion, that …”. Or “It should be noted, that …”.
