Revanchism

Revanchism, from French revanche or revenge, is a term used since the 1870s to describe the desire to reverse territorial losses by a country after losing a war. Revanchist politics rely on the identification of a nation, of a people, with a nation-state. This mobilizes ethnic nationalism, claiming territories outside of the state where members of the ethnic group live.

See the strong desire during the French Third Republic to regain Alsace-Lorraine from Germany after defeat in the Franco-Prussian War of 1870-71. French Emperor Napoleon III had declared and lost the war. In the Treaty of Frankfurt, France lost Alsace-Lorraine, which France under King Louis XIV had previously annexed from Germany in the 17th century.

French revanchism was one of the forces behind the Treaty of Versailles, which ended World War I. Alsace-Lorraine went back to France. Blame for the outbreak of the the Great War was pinned solely on Germany. Huge reparations were extracted from the Germans.

The United States Congress rejected the Versailles Treaty, citing its harsh, unfair and one-sided punishment of Germany, and warning against the inevitable development of German revanchism.

Alsace-Lorraine. Just one piece of territory in dispute between two neighbors. One of many examples in European history. Their experience as a people, their historical consciousness, has taught the Germans to seek lasting resolutions to conflicts. Acceptance, freely chosen, is the foundation.

A German strength

Bonn served as the capital of West Germany from 1949 until 1990 and was the seat of government for reunified Germany until 1999, when the government relocated to Berlin. The city holds historical significance as the birthplace of Germany’s current constitution, the Basic Law.

Founded in the 1st century BC as a settlement of the Ubii and later part of the Roman province Germania Inferior, Bonn is among Germany’s oldest cities. It was the capital city of the Electorate of Cologne from 1597 to 1794 and served as the residence of the Archbishops and Prince-electors of Cologne. The period during which Bonn was the capital of West Germany is often referred to by historians as the Bonn Republic.

Made in Germany

England in 1887 required all products imported from Germany to be labeled „Made in Germany.“ At the time German products were considered to be of substandard quality. Germany was a late-comer to the industrial revolution, much later than England. A famous German engineer admitted that German products were “cheap and nasty.”

Many were enraged, but it led to a national discussion and a quality offensive. At the beginning of the 20th Century, and especially in the post-World War II era, „Made in Germany“ took on a new meaning: high quality, newest technology. It became synonymous with West Germany‘s economic miracle of the 1950s.


The Germans recognized the importance of such a label, of the reputation of their products. They became particularly proud of their technical and economic achievements. Germans continue to view their products as having high quality, often as being the best in the world. From the early 1980s until recently Germany was the world‘s leading exporter.

The label “Made in Germany” is used less today than in the past, however. A minimum amount of a product’s parts must be produced in Germany before it can boast “Made in Germany.”

Modern German industrial and technology companies, however, have segmented their supply chains to include manufacturing sites and suppliers in many parts of the world. Nonetheless, the label “Made in Germany” remains a key, positive element in the self-understanding of every German.

Crisis and insecurity

The experiences during, between and after the two world wars continue to exert great influence on German thinking. During both wars the economy was geared fully towards producing armaments. There was little material, money and manpower to supply everyday consumer goods.

The years between the wars were filled with civil war type unrest, weak governments, and several phases of inflation including a dramatic hyper-inflation. The years after the Second World War were marked by hunger, lack of housing, severe winters, high unemployment and a fear of what the future would bring.

The entire West German economy had to be rebuilt. This was achieved surprisingly fast due to the generous and far-sighted help of the Western allies and on the production of high-quality technical products. After nearly thirty years of instability, unpredictability and hardship, there was a strong demand among the German people for reliable, durable, high quality products. The Germans wanted security and predictability.

The German product philosophy has not changed, even though there are few alive who experienced the war years. The experiences were so dramatic that they have been passed on to the younger generations. German products which carry the name Bosch, Siemens or Volkswagen speak to the experiences of both earlier and current generations.

Prussian Reforms

Much of what is Germany has its roots in the Prussian reforms of the early 19th Century. Napoleon‘s rapid defeat of Prussia in 1806/07 led to a deep-dive analysis of what went wrong, of what required reform. The Germans radically changed their agricultural system, their business laws, their military training, and most importantly their system of education.

Public eduction for all was introduced. The universities adopted the Humboldt education philosophy, which stressed free and independent inquiry and teaching. Knowledge quickly became the foundation of a modern Prussian economy and state, in many ways for contemporary Germany.

The Prussian Reforms also addressed state institutions. A system of professional civil servants and a bureaucracy was instituted. Bureaucracy then stood for efficiency and professionalism. The tax laws were simplified and made transparent. The state should function more efficiently and become a motor for positive change.

Germany today remains a rather bureaucratic country, with its scores of civil servants, rules and laws. It is a country where one simply cannot do as one pleases. From the perspective of other societies this is a limitation on freedom. Germans, though, view it as a sign of security and stability. Doing things the right way, punctuality, reliability, predictability, following the rules, bureaucracy. Germany has a 200 year history of these. They are who the Germans are as a people.

East meets West

In October 1990 the two Germanies were reunited. East Germany became a part of West Germany. Most of what the East Germans were familiar with disappeared overnight.

Social rules, attitudes and opinions, cultural life, recreational habits, all of these began to change. East Germans had to adapt to a German spoken differently. People greeted each other with a „Hi!“. They ate chicken wings instead of broilers. Pepsi and Coca Cola was substituted for the East German Club-Cola. Colleagues worked in teams instead of in collectives.

East Germans had to quickly adjust. They had to become wary of shifty West German „deal-makers.“ Appliances, machines, automobiles, telephones, etc. worked differently, were confusing. An entire society of over 17 million people had to suddenly adjust to the rules of another society.

The change was difficult and confusing for the East Germans. In every sense of the word they were at a disadvantage over and against their new fellow German citizens. The rules – the processes – were not theirs, not East German. They were West German.

German artisans

Germans believe that processes — how the work is done — are the key to success. Americans, however, favor relationships, or how to gain and retain customers.

By tradition, Germany is more a culture of artisans (Handwerkerkultur) than of traders (Händlerkultur). The Germans have always made things. And they believe that process — how the work is done — is the key to success. Good processes lead to good products, bad processes to bad ones.

One well-known German manager, Klaus-Hardy Mühdeck, the CIO of ThyssenKrupp, is even nicknamed the Prozesspapst, the Process Pope, and has changed his title to Chief Process Officer. Because processes govern the internal workings of a company, whoever has the say over process has the say over how the work is done, and thus over the company. As the Germans see it process is power. And Germans want the power. Who doesn’t?

Bernard Schriever – Black Saturday

In his book A Fiery Peace in a Cold War: Bernard Schriever and the Ultimate Weapon (2010) author Neil Sheehan describes the life and work of Bernard Schriever, who is considered to be the father of the American nuclear intercontinental ballistic missiles (ICBMs).

Schriever and his military and civilian colleagues believed firmly that if both the United States and the Soviet Union possessed these weapons of mass destruction the probability of them being used actually would be decreased.

Schriever had to overcome strong institutional resistance within the U.S. Air Force whose leadership was convinced that manned aircraft﹣strategic long-range bombers﹣was the only way to maintain a credible deterrent against the Soviet Union.

Through telling the story of Bernard Schriever and the development of the American ballistic missile program from the end of Second World War up to the mid-1960s Sheehan tells the history of the Cold War, which would last up until the 1990s with the Fall of the Berlin Wall, the unification of West and East Germany, the dissolution of the Warsaw Pact and the Soviet Union, and the freedom of Eastern Europe from Russian domination.

In a 2010 television interview (Booknotes on C-SPAN) Sheehan contrasted Schriever with his American-born military colleagues, Generals Paul Harkins and William Westmoreland, both who had overall command of U.S. forces in the Vietnam War.

Schriever would tell his subordinates that he would never fire anyone for failing, but instead for failing to inform him immediately of problems. For Schriever, as stated by Sheehan, success would take care of itself if one focused on solving the problems at hand. Go to minutes 25:10 to 26:50.

Sheehan had been a young war correspondent in Vietnam for United Press International (UPI), later with the New York Times. As told in his book A Bright Shining Lie (1989), which won both the Pulitzer Prize and the National Book Award, the American generalship during the Vietnam War was unwilling to accept that America was losing that war.

General Schriever, according to Sheehan‘s research, made clear time and again to the members of this organization, whether military or civilian, that he wanted timely and accurate reports on the problems the program was experiencing, and was far less interested in the progress made.

So-called progress reports had become common within the U.S. military after the Second World War, and according to Sheehan, symptomatic for an institution unwilling to face what was not working.

Bernard Adolph Schriever was born in 1910 in the German port city of Bremen. His father was an engineer. They immigrated to the U.S. only months before the U.S. entered the First World War in 1917.

Jesse Owens and Lutz Long

Berlin, 1936, the Olympic Games. The great American track and field athlete, Jesse Owens, wins the gold medal in the 100 meters, the 200 meters, the 4×100 meters, as well as in the long jump.

What many people don’t know, however, is that the silver medalist in the long jump, the German Carl Ludwig “Lutz” Long, had given Owens the kind of advice that only a true colleague, and friend, would give.

Going into the 1936 games Long had been the reigning German champion and holder of the European record. The Nazi hierarchy – and the German people – had anticipated gold for Germany.

In the qualification round Owens had fouled twice in a row by stepping on the white board delineating the jump-off point. A third foul would have disqualified him. Jesse Owens would have failed to advance to the final round. The crowd, the millions listening by radio, and especially Owens himself, were unsettled.

After that second fault, Lutz Long walked over to his competitor and advised him to simply imagine the foul line to be located one foot closer than it actually was, saying that he just had to avoid fouling a third time, and that his third jump would easily be enough to advance to the next round.

Some sources claim that Long went so far as to lay down his white towel marketing where Owens should leap from, ensuring that he would not foul a third time.

Jesse Owens took the advice given to him by that German, advancing to the final round, and then setting a record which would hold for decades. Lutz Long took the silver.

Immediately after the medal ceremony, when Owens and Long stepped off the podium – and in full view of Adolf Hitler and many of the highest ranking National Socialist officials – Lutz Long, the German, smiled, shook hands with Owens, then hooked Jesse’s right arm into his left and proceeded to walk with him around the track, smiling, talking, congratulating.

1936. Tensions in Europe were very high. The German regime was espousing a crude racial theory. And in the United States, an African-American like Jesse Owens was treated as a second-class citizen, at best. With the world watching, and in conscious defiance of his own government, Lutz Long, a German, reached out to his archrival to give a small bit of helpful advice. Unsolicited.

Postscript: After the 1936 Olympic Games Jesse Owens was celebrated triumphantly in the U.S., only then to be forgotten for two decades, and to struggle financially, until the 1950s brought him a presidential appointment as American Ambassador of Goodwill by Dwight Eisenhower, and with it lucrative celebrity endorsements as well as a long, healthy, happy life. Lutz Long, his German friend, died in battle against the Western Allies in Italy at the age of thirty.
