Words for Stalling

etwas auf die lange Bank schieben — To push something onto the long bench. It means to postpone it. The etymological dictionary cited by DWDS traces the phrase to the 15th century, when court files were put into long chests for storage.

die Hängepartie — The hanging game. In chess, it is a game that is stopped and continued later. In politics, it is a matter that stays open for a long time.

das Zeitspiel — Playing for time. In football, it is an unfair way to protect a lead. In politics, it is waiting that someone uses on purpose. Opposition wirft Koalition Zeitspiel vor. The opposition accuses the coalition of playing for time.

All three words are critical. Time to think is welcome, but time used as a tactic is not.

Twenty-Four Hours to Comment

Before the federal government sends a bill to the Bundestag, the ministry asks associations for their opinion. This is the Verbändeanhörung. The rules of procedure of the federal ministries require that associations be involved in good time, but they leave the length of the deadline to the ministry. In August 2023, the Chancellery gave associations a little more than 24 hours to comment on an 88-page draft of the law on the foreign intelligence service. Reporters Without Borders called it ein Trauerspiel, a sad spectacle. The critics asked for Gründlichkeit vor Schnelligkeit, thoroughness before speed. A paper published by the association Mehr Demokratie in May 2024 looked at 496 bills. The average deadline was 15.4 working days. The authors proposed at least four weeks.

Declared Done Too Early

The European Union and the South American Mercosur states negotiated a free trade agreement from 1999. After an EU summit in October 2025, Chancellor Friedrich Merz told journalists: Es gibt aus den Mitgliedstaaten jetzt keine Vorbehalte mehr. Es ist erledigt. Es ist durch. There are no more reservations from the member states. It is done. It is through. The President of the European Council, António Costa, contradicted him: Wir haben darüber nicht diskutiert. Wir haben keine Entscheidungen getroffen. We did not discuss it. We made no decisions. A German news report ran the headline Vorschneller Merz, hasty Merz. A majority of EU member states approved the agreement on 9 January 2026.

Treaty of Frankfurt (1871)

Otto von Bismarck, the Iron Chancellor, negotiated the Treaty of Frankfurt, ending the Franco-Prussian War and consolidating German unification. Bismarck’s approach was strategic, calculating, and focused on long-term power dynamics, emphasizing structure, clear objectives, and strict adherence to agreements.

structured, fact-focused

In Tatort, a long-running German crime series, negotiation scenes between police detectives and suspects often highlight the German preference for logical, methodical questioning. Detectives maintain a calm, detached demeanor, presenting evidence step-by-step to systematically dismantle the suspect’s alibi. Emotional appeals are minimal, with a strong emphasis on factual analysis and procedural accuracy. This structured, fact-focused negotiation style is emblematic of the German approach to interrogation.

Rechtssicherheit

The German term Rechtssicherheit conveys the concept oflLegal certainty; clear and stable legal framework. It is culturally significant because contracts and laws are taken seriously and interpreted literally.

The Tin Drum

The Tin Drum by Günter Grass (1959). Oskar Matzerath negotiates a deal with a photographer to stage various emotionally charged scenes for financial gain. Oskar is cold, calculated, and businesslike, clearly outlining the terms of each staged photograph and negotiating a precise payment structure. The photographer, however, is unnerved by Oskar’s dispassionate, methodical approach. The focus on detailed terms and rational calculations reflects a distinctly German emphasis on order, clear expectations, and financial accountability.

Stasi officer

Weissensee, set in East Berlin during the 1980s, features a tense negotiation between a Stasi officer and a political dissident. The officer maintains a calm, measured tone, systematically presenting the dissident with evidence of alleged crimes. The negotiation is structured like a formal interrogation, with the officer adhering strictly to protocol and emphasizing the consequences of non-compliance. The scene illustrates the German tendency to prioritize structure, logical consistency, and procedural adherence.

Strukturierung

The German term Strukturierung conveys the concept of structuring; logical and clear organization of topics or processes. It is culturally significant because Germans often insist on well-organized meetings and documents.
