Without culpable delay

The word unverzüglich runs through German commercial law, and it has a legal definition in § 121 BGB: without culpable hesitation. Not as soon as convenient. Not within a reasonable period. Without hesitation for which you could be blamed.

The manual

Die Bedienungsanleitung. German manuals are thorough to a degree that is often mocked abroad, and the thoroughness is a legal requirement — intended use, foreseeable misuse, safety, maintenance, disposal. The product is assumed to be used by someone who wants to understand it.

The yellow booklet

Das gelbe Heft. A German child receives ten medical examinations in the first six years, U1 through U9 including U7a, at fixed intervals from the minutes after birth to just before school.

They are a statutory insurance benefit under § 26 SGB V, and the content and timing are set nationally by the Gemeinsame Bundesausschuss. Each is recorded in the yellow booklet the parents receive at birth, which carries the schedule for every appointment that follows.

In Bavaria, Hesse and Baden-Württemberg, attendance is legally required.

Historically grown

Historisch gewachsen — historically grown. The standard German explanation for why an arrangement is as it is. It is neither a defence nor an apology. It is an account of origin, offered as the relevant information, and a German audience accepts it as an answer to the question of why.

The settlement

The German settlement. Most civil and labour disputes end in one, and German judges actively propose terms rather than waiting for the parties to arrive at them. A judgment produces a winner. A Vergleich produces an agreement, and the system prefers the second.

Saving before borrowing

Der Bausparvertrag. A German savings contract taken out years before a house is bought: you save to a fixed target, and only then does the loan become available. The instrument requires the saving phase before the borrowing phase. The contingency is built into the sequence.

The lifetime civil servant

German civil servants are appointed for life — Beamte auf Lebenszeit. Roughly 1.7 million people hold the status, and it cannot be ended except by criminal conviction or disciplinary proceedings. Teachers, police, tax officials, many university staff. In exchange the Beamter gives up the right to strike.

The state offers permanence as the consideration.

The process owner

German organisations appoint a Prozessverantwortlicher for each process, named in the quality system, responsible for its definition, review and improvement. The process has a person attached to it in the same way a product line does.

Chasing reads as doubt

A German supplier contacted mid-project to confirm that the agreement still holds will hear the question as it was not asked. The enquiry implies that something might have changed, that the priority might have slipped, or that the supplier might have forgotten. None of those is a neutral suggestion.

Solution and deal

German has Lösung, a solution — from lösen, to loosen or dissolve, the same verb used for untying a knot or solving an equation.

Deal exists in German only as an English loanword, and it carries what it was borrowed for: something quick, clever, and possibly not quite clean. Er hat einen Deal gemacht is not admiration.
