A manufacturer that discovers a safety defect must notify the relevant federal agency and then notify owners directly — by mail, by registered address, by VIN. The company that finds the problem is required to go and find the people affected by it.

The Deming irony
W. Edwards Deming was an American statistician whose work on statistical quality control was largely ignored at home after the war and taken up in Japan, where the highest industrial quality award still carries his name. American industry rediscovered him in the 1980s, by which time the argument had to be made as a foreign import.
Quality assurance
Qualitätssicherung. German manufacturers run quality assurance as a function with its own department, its own reporting line and its own authority to stop production. The person who can halt the line does not report to the person responsible for output.
The master’s workshop
Die Meisterwerkstatt. German repair businesses are led by a Meister, registered with the chamber, and the qualification is a condition of operating independently in many trades. The person who mends the thing is certified to the same standard as the person who made it.
The reasoned deviation
German quality systems permit departure from a documented procedure where it is justified, assessed and recorded. Deviating is allowed. Deviating silently is not.
Spare parts supply
Ersatzteilversorgung. German manufacturers commit to supplying spare parts for long periods after production ends, and EU ecodesign rules now require it for several product categories with minimum durations specified. The product is expected to outlive the production line that made it.
Maintenance
Wartung. German equipment comes with a maintenance schedule, and service contracts covering it are normal for machinery, lifts, heating systems and vehicles. Reliability is not treated as a property of the object. It is treated as something maintained.
The rating plate
Das Typenschild. German products carry a rating plate: manufacturer, model, serial number, technical values, standards met. The object identifies itself, permanently, so that it can be traced back long after the paperwork is gone.
The documentation duty
German law requires documentation of the process in regulated fields — pharmaceutical manufacture, medical devices, food production, construction. What was done, by whom, when, to which specification. The record is not evidence that the work was done properly. In German regulatory logic, an undocumented step was not properly done.
The recall
Die Rückrufaktion. German recalls are published by the Federal Motor Transport Authority and by the market surveillance system for consumer products, with the defect named. The failure becomes a public record attached to the manufacturer.
