In 1969 Laurence J. Peter and Raymond Hull published The Peter Principle. Its rule: “In a hierarchy, every employee tends to rise to his level of incompetence.”
The mechanism is that employees are promoted based on their success in previous jobs. Each success earns the next, larger job, until a person reaches a job he can no longer do well.
