After the floods of July 2021 in the Ahr valley, tens of thousands of volunteers came to help. Within days, local people set up the Helfer-Shuttle, the helper shuttle. Buses collected volunteers at points on the heights and took them down into the valley. The Bavarian fire-service journal brandwacht later called it probably the most important institution of the spontaneous helpers. It estimated that about 50,000 such helpers came by September. The chair of an expert commission said: die Einbindung in den Stab hat nirgends funktioniert, the integration into the crisis staff worked nowhere. The main criticisms were poor coordination of the helpers and poor communication by the authorities.

Every Unit Signs for Its Part
In a German federal ministry, every matter has one lead unit. The Joint Rules of Procedure of the Federal Ministries give the lead to the unit that is mainly responsible under the distribution of business. In case of doubt, the ministry’s organization division decides. The lead unit then decides which other units take part. Co-signing, the Mitzeichnung, is reserved for matters of importance. Durch Mitzeichnung wird die fachliche Verantwortung für den vertretenen Aufgabenbereich übernommen. By co-signing, a unit takes professional responsibility for its own area. The file must show which units worked on the matter, co-signed it and signed it. If ministries still disagree after a personal attempt to settle the matter, the cabinet paper must set out the dispute, together with proposed solutions.
The Rapporteur’s Recommendation
Why do the members of a parliamentary group usually vote the same way? In 2022 Jakob Blankenburg, an SPD member of the Bundestag, answered this question from a citizen on the platform abgeordnetenwatch.de. The members have divided the committees and topics among themselves, he wrote. No single member can study every topic in detail. Dementsprechend geben die sogenannten Berichterstatter:innen … in der Fraktionssitzung eine Empfehlung zur Abstimmung ab. Accordingly, the so-called rapporteurs give a voting recommendation at the group meeting. He also named shared values as a reason.
Six Months on Trial Before a Promotion
A German federal civil servant who is to be promoted into a higher function must first prove himself in it. Section 22 of the Federal Civil Service Act requires eine mindestens sechsmonatige Erprobungszeit, a trial period of at least six months. Offices that a career normally passes through dürfen nicht übersprungen werden, may not be skipped. As a rule, at least one year must pass between two promotions. The Federal Personnel Committee can allow exceptions.
Five Hours, Then Time Off
Federal civil servants in Germany must work extra hours without pay when the service requires it. Section 88 of the Federal Civil Service Act sets a limit. Once the extra work exceeds five hours a month, the civil servant must be given an equal amount of time off. The law sets a cutoff period of one year for this claim. If time off is impossible for urgent official reasons, some civil servants may be paid instead.
Avoid Multitasking
The Federal Institute for Occupational Safety and Health, BAuA, publishes a guide for workers called Arbeitsunterbrechungen und Multitasking täglich meistern, Managing Work Interruptions and Multitasking Every Day. Its second edition appeared in 2019. The advice is direct: Vermeiden Sie nach Möglichkeit Multitasking, also die gleichzeitige Bearbeitung mehrerer Aufgaben. Avoid multitasking where possible, that is, working on several tasks at the same time. The guide explains that attention is always directed at only one step of the work. It recommends periods without interruption, agreed with colleagues and managers, for example quiet work behind a closed office door. It also suggests muting the telephone and hiding e-mail notifications.
Wedding Dates at Midnight
The registry office in Cologne releases its wedding dates online auf den Tag genau sechs Monate im Voraus um 0 Uhr, exactly six months ahead to the day, at midnight. In Fürth, couples can reserve special Saturday dates by telephone six months in advance. For the date 26.6.26, the registry office in Fürth extended its hours.
Late at Pickup
Some German towns have written rules for parents who pick up their children late from daycare. In Eisingen, a small town in Baden-Württemberg, the fee bylaw gives parents a grace period of ten minutes after care ends. The first late pickup costs nothing, but it leads to a conversation with the staff. Every further late day in the kindergarten year costs 50 euros. No fee is charged when the delay is not the parents’ fault. In late 2022, the city of Ludwigsburg decided that from April 2023, parents who are late again after a talk with the staff would pay 30 euros for every started half hour. Accidents, road closures and breakdowns were to be exempt.
Appointments With the Employment Office
Anyone in Germany whose job or apprenticeship is ending must register with the employment agency as a job seeker at least three months before the last day. This duty is set in Section 38 of Social Code III. A person who learns of the end later has three days to register. Registering late has a price. Unemployment benefit is suspended for one week, a Sperrzeit, unless the person had an important reason. The same one-week suspension applies to a person who does not come to an appointment at the agency after being told the consequences.
For basic income support, run by the Jobcenters, new rules have applied since 1 July 2026. Official Jobcenter information sheets describe three steps. A first missed appointment brings no reduction. A second missed appointment in a row reduces the standard benefit by 30 percent for one month. After a third, the standard benefit is stopped, although housing costs are paid for one more month. Before any decision, the Jobcenter checks whether there was an important reason, such as illness or an emergency.
Two Offices in One School
A German public school usually has two different bodies in charge of it. The Schulträger, as a rule the town or district, is responsible for the outer school matters, such as the building, its equipment and its maintenance. The state school authority is responsible for the inner matters, the teaching staff and the curriculum. In Berlin’s district of Treptow-Köpenick, for example, the district office looks after the caretakers and sports ground attendants, while the regional school supervision deals with the teachers. In one building, the teachers answer to one office and the caretaker to another.
