Moderation

Under its moderation policy, the Central Board of Secondary Education added marks for difficult papers. Under it, Scroll wrote, students were usually given up to 15 percent extra marks for attempting tough questions. In April 2017 the board and 31 other school boards announced that they would end it.

A parent and a lawyer took the case to the Delhi High Court. In May 2017 the court called the decision “unfair” and “irresponsible.” It ordered the board to follow its policy of 2016, “including the moderation policy,” because “rules of the game cannot be changed after the game has begun.”

The rule that the court protected was the one that raised the marks.
