Ask First, Report After

In February 2019, the Central Committee of the Communist Party issued Regulations on Requesting Instructions and Reporting on Major Matters. Their rule is short: what must be requested must be requested, and what must be reported must be reported (该请示的必须请示,该报告的必须报告).

A request to a higher Party organization on a major matter must be made in advance, so that the higher level has enough time to study it and decide. Only when an emergency leaves no time to ask may an official act first. Even then, the official must report to the higher level promptly afterwards.

The SARS Dismissals

On April 3, 2003, Health Minister Zhang Wenkang said that SARS was under control and that Beijing had only 12 cases and 3 deaths. On April 20, Beijing’s reported number of cases jumped from 37 to 339. Hours after that press conference, the Party Center and the State Council removed Zhang and the mayor of Beijing, Meng Xuenong, from their Party posts.

Meng resigned as mayor, taking responsibility for the failure (引咎辞职). Five years later, as governor of Shanxi, he resigned again after a tailings dam collapse in Xiangfen.
