In 2016 the government made it possible for any Indian to nominate a person for the Padma awards online, The News Minute reported.
“The government is committed to transform Padma awards into ‘People’s Padma’,” a later government appeal said. It asked all citizens to make “nominations, recommendations including self-nomination.”
