Satyendra Dubey, an engineer with the National Highways Authority of India, wrote to Prime Minister Atal Bihari Vajpayee about corruption in a highway project. He described “a great loot of public money” and asked that his name be kept secret. His name became known.
On November 27, 2003, Dubey was killed in Gaya. In March 2010 a court sentenced three men to life imprisonment for the murder.
